Milwaukee County has an immediate opening for an experienced human resources professional with demonstrated ability to lead a division that is responsible for the recruitment and maintenance of a diverse workforce in the County of Milwaukee. The Director of Human Resources is appointed by the County Executive and serves under his/her leadership; however, such appointment requires confirmation by members of the Milwaukee County Board of Supervisors.
Milwaukee County: Milwaukee County has the largest population within the State of Wisconsin with just under one million residents. The County serves approximately 5,800 employees and averages over 3,000 applicants monthly and has a diverse workforce of approximately 39%. Milwaukee County is made up of the 19 cities including the City of Milwaukee and its surrounding areas.
Organizational Role: The Director of Human Resources is responsible for directing the Division of Human Resources, under the Department of Administrative Services. The Division of Human Resources is responsible for the compliance and administration of Civil Service Rules, County Ordinances on other state/federal employment policies. The Director must oversee the CRS (Ceridian Recruitment System). The selected candidate shall be responsible for the administration of Employment and Staffing, Employment Relations (Diversity, Training), Compensation and FMLA. The Director must work closely with Labor Relations, Employee Benefits and the Employees’ Retirement System to provide seamless service for employees. The Director serves as Secretary to the Civil Service Commission and is a representative on the ADA (Americans with Disabilities Act) workgroup. The Director serves on the County Executive’s Cabinet and reports directly to the Director of Administrative Services.
Qualifications: MS degree from an accredited college or university in Human Resources, Education, Organizational Development, or a closely related field. A SHRM designation of PHR or SPHR is preferred. Milwaukee County is seeking candidates with a minimum of 10 years of human resources experience and a minimum of 5 of those years in key HR leadership roles. Candidates must demonstrate a high level of interpersonal skills with the ability to work and communicate effectively with the Office of the County Executive, Executive Directors, Directors, County Board Supervisors, Corporation Counsel, employees and the public at large. The ideal candidate must place a priority and be responsive to the inquiries of internal customers, be able to interpret and implement policy and assure compliance, have a thorough understanding of Civil Service Rules and major employment law, such as FMLA, unemployment, and FLSA.
The successful candidate must establish Milwaukee County residency within six (6) months of appointment. Milwaukee County provides a competitive benefits package. Effective October 1, 1988, background checks must be conducted on all individuals appointed to positions covered by Wisconsin Act 27 of the laws of 1997 and Wisconsin State Statue 50,5065. This requirement impacts all positions authorized in Milwaukee County Department of Human Services, Mental Health Division, as well as other positions in County Service.
