Milwaukee County has an immediate opening for an experienced Chief Information Officer (CIO), within the Department of Administrative Services Information Management Services Division (IMSD). The CIO’s role is to provide strategic vision and leadership for developing and implementing information technology initiatives for Milwaukee County Government. The CIO directs the planning and implementation of enterprise IT systems in support of business operations in order to improve cost effectiveness, service quality, and business development of over 40 departments in Milwaukee County Government. This individual is responsible for all aspects of the organization’s information technology applications and systems to include network, mainframe, telecommunications, and the 800 MHz radio system. The CIO is appointed by the Director of Administrative Services and serves under his/her leadership; however, such appointment requires confirmation by members of the Milwaukee County Board of Supervisors.
Organizational Role: The CIO will centrally direct and administer a County-wide system of computerized information processing, telecommunications and data communication services for approximately 5,000 employees, over 40 Milwaukee County departments, other governmental units including municipal public safety agencies and regional partners, and the users of Milwaukee County’s website. There is a staff of 59 professionals, plus 23 consultants. The CIO will lead IT strategic and operational planning for Milwaukee County, develop and maintain the IT organizational structure, establish goals, objectives and operating procedures; Develop, track and control an IT annual operating budget of $16.7 million dollars and a capital budget of $5 million. Coordinate and facilitate consultation with stakeholders and public officials to define business and system requirements for new technology solutions; Approve, prioritize and control projects and the project portfolio as it relates to the selection, acquisition, development and installation of major information systems. The CIO will ensure continuous delivery and enhanced performance of IT services throughout Milwaukee County; Ensure compliance with applicable laws and regulations; Supervise, recruit, develop, and retain IT staff in accordance with budgetary objectives, civil service rules, state statues, personnel policies, and Milwaukee County ordinances.
Qualifications: Bachelor’s degree in the field of Computer Science or Business Administration required. Master’s degree preferred; Ten (10) years experience working in the IT discipline required. A combination of private and public sector experience preferred; Five (5) to Seven (7) years experience in executive level IT management of a large, complex government entity or corporation required; Experience in strategic planning and execution; Considerable knowledge of business theory, business processes, management, budgeting, and business office operations; Experience in developing, executing and managing a large scale IT operating and capital budget; Substantial exposure to data processing, hardware platforms, enterprise software applications, and outsourced systems and staff; Solid understanding of computer system characteristics, features, and integration capabilities; Experience with systems design and development from business requirements analysis through to day-to-day management; Proven experience in IT planning, organization, and development; Excellent understanding of project management principles. Demonstrated ability to apply IT in solving business problems; In-depth knowledge of applicable laws and regulations. Strong understanding of human resource management principles, practices and procedures in a union environment preferred; Proven leadership ability; Ability to set and successfully manage competing priorities with a proven and verifiable track record of success. The CIO must possess excellent written and oral communication skills; Posses the ability to motivate staff; Possess superior analytical, evaluative, and problem solving abilities, Exceptional service orientation and customer focus. This position is open to all residents of the United States. The successful candidate must establish residency within six (6) months of appointment.
