Milwaukee Teacher Education Center (MTEC) Board appoints Alisia Moutry, Ph.D. as new executive director

The Milwaukee Teacher Education Center (MTEC) is proud to celebrate its 15-Year Anniversary, the passing of the executive director’s torch between the recently retired Tom McGinnity to the newly appointed Dr. Alisia Moutry, and last but not least, the 2013-2014 opening of the new MTEC charter school: Milwaukee Environmental Sciences.

Since 1996, MTEC has managed a successful alternative teacher certification pathway designed for those seeking a Wisconsin teaching license. MTEC is a results-oriented, teacher preparation, and professional services organization focused on providing students in all Wisconsin schools with highly qualified teachers who commit to, connect with, and make a vocation of serving children. MTEC also connects to the community with a focus on service and a commitment to sustainability practices.

Dr. Alisia Moutry will be the fourth executive director in MTEC’s history. She has been an educator for 21 years. Dr. Moutry dedicated 18 of those years to Milwaukee Public Schools (MPS) as a teacher, mentor teacher, program coordinator, trainer, and eventually Director of Diversified Community Schools in charge of 79 alternative, partnership, and charter schools. Beginning in October, 2008, she worked for Cooperative Educational Services Agency (CESA) #1 as the Statewide Director for the Responsive Education for All Children (REACH) Grant and was soon promoted to the local Chief of Staff for Dr. W. Alan Coulter, Independent Expert for the Jamie S. Settlement Agreement, gaining a national perspective working with other school districts in various parts of the country. Dr. Moutry ended her employment with CESA #1 in August 2012, as the Title I Network Coordinator and Department of Public Instruction Turnaround Liaison. Dr. Moutry is a member and/or contributor of Ask the Blaquesmith- Milwaukee Community Media Show (Co-Host), Black Child Development Institute-Milwaukee Affiliate, City at Peace in the Arts Productions (Board Member), Delta Sigma Theta Sorority, Inc., Metropolitan Milwaukee Alliance of Black School Educators (former Executive Board Member), National Alliance of Black School Educators, National Association for the Advancement of Colored People, and Young Men’s Christian Association- YMCA-West Suburban Branch (Board Member).

Mr. McGinnity has been an educator for 40+ years as a teacher, elementary school principal, middle/high school principal, community superintendent, Director of the Leadership Academy, Director of School-Based Management, Deputy Superintendent, and Acting Superintendent. The past 13 years have been spent serving as the Executive Director of MTEC. The experience of the past and present MTEC Executive Directors will lead to a brighter future.

As MTEC continues to move forward to improve our teacher preparation program and our community, we will further focus on using student academic growth results as a key measure of our program’s effectiveness. The 2013-2014 start of our charter school, Milwaukee Environmental Sciences, will enable MTEC to refine our programs in line with on-site measures of student achievement growth. What we learn from our charter school “teacher lab” will inform our city-wide teacher certification program. In August 2012, we received a $250,000 Charter School Planning Grant from the Wisconsin Department of Public Instruction.

No matter the student, parent, teacher, leadership, district, or community involved, MTEC will continue to be relentless, tenacious advocates for children by transforming learning through effective teaching, coaching into practice, and preparing highly qualified teachers.
