Ruben Lee Anthony Jr., deputy secretary for the Department of Transportation for the State of Wisconsin recently earned his Doctorate in Urban Studies from the University of Wisconsin-Milwaukee. Following the graduation ceremony a host of family and friends joined Ruben at a congratulatory reception in his honor organized by his wife Wanda at the Hilton Milwaukee Center Hotel.
