a) Vote and Representation. Each member shall be entitled to one vote at all meetings of the members of the Association, whether regular or special, on the basis of one vote per publication.
(b) Duly Qualified Representative – Defined
(i) Residence. A duly qualified representative must either reside at the place of the publication of the paper owned by the proprietor and be actually engaged in the production of the paper, or be a Board member or an employee of the proprietor.
(ii) Witness Proxy Required. The capacity of the qualified representative to vote shall be subject further to the representative presenting to the Chairperson or Secretary of the Association a statement by the absent proprietor authorizing the representative to act on the proprietor’s behalf at the stated meeting or meetings of the membership.
This simply means that you can vote the proxy of an absent publisher if you are employed by the publisher and reside where the newspaper is published or are a member of the publishers board of directors.
The proxy must be signed by the publisher and notarized.
The proxy must be presented to the NNPA Secretary no later than noon Thursday June 18,2015 for authentication.
Proxy must be presented to the Secretary during roll cal in order to receive the corresponding ballot.
Proxies not meeting these qualifications will be disqualified.
