Housing Authority Invites Public Comment on Section 3 Plan

MILWAUKEE – The Housing Authority of the City of Milwaukee (HACM) has announced that its proposed Section 3 Plan is available for public review and comment through Friday, January 2, 2015.

The Section 3 Plan can be downloaded at www.hacm.org and copies will also be available at any Housing Authority office open to the public, including its Community Services office at 650 W. Reservoir Ave., Hillside Family Resource Center at 1452 N. 7th Street, and Rent Assistance office at 5011 W. Lisbon Ave.

The Section 3 Plan defines the principles, policies and procedures that HACM will use to achieve compliance with the U.S. Department of Housing and Urban Development (HUD)’s Section 3 provisions.

The purpose of Section 3 of the HUD Act of 1968, as amended by Section 915 of the Housing and Community Development Act of 1992, is to “ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State, and local laws and regulations, be directed toward low and very low-income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons.”

As a recipient of HUD Public Housing funding, HACM requires fulfillment of Section 3 obligations on all contracts that make use of that assistance.

This past summer HACM and HUD jointly developed a Voluntary Compliance Agreement (VCA) to guide HACM’s efforts to achieve Section 3 compliance. The development and approval of a Section 3 Plan is a key element of the VCA.

HACM will collect public comment regarding the proposed Section 3 Plan at four public information and comment sessions: Tuesday, December 16 6:00 p.m. Olga Village, 722 W. Washington Street Wednesday, December 17 1:30 p.m.

Hillside Family Resource Center, 1452 N. 7th Street Wednesday, December 17 6:00 p.m.

Silver Spring Neighborhood Center, 5440 N. 64th Street Thursday, December 18 9:30 a.m. Hillside Family Resource Center, 1452 N. 7th Street

Comments may also be submitted in writing via email to section3@hacm. org or by mail to Housing Authority of the City of Milwaukee, P.O. Box 324, Milwaukee, WI 53201- 0324.

Following the collection and consideration of public comments, HACM will prepare a revised proposal that will be submitted to HUD for approval.

Once approved, the Section 3 Plan will become the official policy that guides HACM’s implementation of Section 3 activities.
