Under state statutes and the MATC District Plan of Representation, an “Employer Member” is defined as any person who receives earnings as payment for personal services and possesses the power to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward, or discipline other employees, or adjust employee grievances, or effectively recommend such action, if in connection with the exercise of such power the person exercises independent judgment in relation to the power. Board Members are not paid, except for expenses incurred in the performance of their duties.

In the appointment process, equal consideration is given to the general population distribution within the MATC District and the distribution of women and minorities. In addition, equal consideration is given to the distribution of minorities within the City of Milwaukee.
